APK Reinstall Won't Clear Data

I'm developing an app that is a shell in which a user will purchase and load business information from 29 separate, purchasable regions in the US. These regions are database driven, and I'm still modifying the database for 2014 data. This is a test environment. The problem I'm having is that once I've simulated the purchase of a region (let's say, Chicago), my device apparently caches that data, so that when I update the database, the updates don't push through. I've tried clearing the cache on the app, erasing all the app data, and disabling the Backup & Restore feature on the device, then completely uninstalling the APK. But when I reinstall a the APK from scratch, it installs with the Chicago region already showing as having been purchased, still showing the old database data.
how can I get the APK to reinstall as if for the very first time, with no previous purchases or downloads, so that it pulls fresh data from the DB?

What exactly does HTC Sense Clear Data actually clear? That may be a solution to reverting back to 5 homescreen pages instead of 7 without having to do a factory reset. Just curious as to what I am going to mess up? Will i just have to personalize the homescreen again, put widgets up, reconnect to fb, twitter, myfaves, etc. It's not going remove any 3rd party apps, just make me create new widgets, etc..?

I notice that my app's data on external storage (i.e. SD card) gets deleted during an "adb install -r". While this is normal for uninstall (and then afterwards install optionally to notice it), I do not understand why this is the case for reinstall (and thus for Market updates as well). I could have sworn this was not always the case.
Referring to http://developer.android.com/guide/topics/data/data-storage.html#filesExternal I am specifically using "Accessing files on external storage" on Android 2.2, but not "Saving files that should be shared" or "Saving cache files". So I am writing and reading data in "/sdcard/Android/data//files/somefolder/data". My preferences do stick.
@Commonsware: The problem is not so much with getExternalFilesDir() IMHO as I see my data is written where I expect it. It just does not stick. I am using a.o.:

After "clear data" for "MEDIA STORAGE" application(i wanted to reset the library for Music)
I have now only one ringtone.
Im sure along with this, other necessary things got deleted.
Is there any way to recover all of Media Storage without doing a factory reinstall?

I really need to free up some space for future downloads. Before I just go ahead and clear data for random apps there are a few I'm quite sceptical about doing this to in-case it deletes certain things that can take a while to get back to the way it was before, if at all.
*HTC SENSE 2.42MB I don't use sense I use LauncherPro and don't plan on going back to sense in the near future.
*Facebook 2.52MB
*Facebook for HTC Sense 9.08MB <- I don't use this, I only use the above Dloadable app from the market.
*Google Maps 1.48MB
*Contract storage 9.52MB really? HOW? if i was to remove all my contacts and save them to my sim instead would this sort out the issue? I've noticed over time that certain contacts I have like 10 duplicates for, I think this is because I had difficulty getting facebook profile pics as contact pics. Is there away for me to go through every contact and delete these unneeded, useless contacts?
Are the main ones id like to find out about.
The following few apps I'm guessing if I clear this data it will remove certain settings from my phone but I would still like some info on this if possible.
*Settings 14.74MB
*Astro File Manager 96.00KB Manage space? what will that do?
*FolderOrganizer 1.11MB im guessing that will remove folders & icons if i was to clear this data?

I have a Motorola XT626 (IronRock) its a dual sim (Iden/gsm-3g) with android 2.3.6.At first time, both SIMs, nextel and the other carrier, if putted from the beginning there is no problem. But when trying to change the SIM, to use an other phone number or upgrading the SIM model.It forces to erase private data.Message says: "A new SIM card is being used. All private data must be cleared before you can continue"If no option its selected it erases it, hate to do a backup to just change the SIM or imposible to change the SIM on the fly.Its Rooted, so looking forward to edit any file and line in the db files to fix this problem.

I did a search and didn't find anything recent...is there a program that works with 2.1 that will automatically clear the caches for you instead of having to go into the settings and do them one by one? Also, what does the "clear data" option do?

Finally got Velocity installed and setup the way I like it. It's a tremendous improvement in overall performance compared to the stock. Kudos to Trident for taking the time to put this together for all of us. I only have one problem with it that I hope I can do something about or I may end up back on the stock ROM. Velocity comes with the latest Google maps version, which I hate because you can't clear the data so over time the app builds up more and more used space. Since I use the Google Maps Navigation pretty much everyday for work, that's going to be a small problem. Does anyone know if there is an app out there that allows you to clear the map data periodically? Or is there a way I can push the stock Map app into Velocity and do what I did before and simply ignore the update notices? I know I can just keep uninstalling it and reinstalling it periodically and i may end up doing that if there is no way to clear the data because I would really like to keep Velocity. I hope this doesn't come across as a knock on Velocity because it's not meant to be. I think it's a tremendous upgrade to the Ally and if it wasn't for my unique situation of using Google Maps so much, I wouldn't even be asking.

I clear that will it delete everything out of my calendar (and then sync up to Google calendar wiping all my events? Or will it clear everything on the phone and then start to re-populate the phone calendar with my online Google calendar? Is there somewhere in android you tell it to only sync X number of weeks with the calendar - I vaguely remember seeing this before but I forget where.

I have configured my yahoo business mail on Email of Samsung Galaxy S phone. After 5 days, mail stops coming in. When I go to Manage Applications, 'Clear Cache' is always disabled. Only 'Clear Data' is enabled. I don't want to clear data and recreate every week. Any other way to enable 'Clear Cache'.

33MB worth of data. Obviously all contacts will be backed up in gmail. So I can't lose anything permanently. But will I lose my favorites menu on my Desire? What other hassle will I have to go through if I Clear Data for contacts?

If I clear the data in the "Contacts Storage" tab of "Manage Applications" will this only delete the data stored on the phone itself or will it also delete the contact on the exchange server as well? I have some contacts that are duplicates because they were put in the phone before I was able to get the exchange sync set up resulting in an entry for exchange and an entry for phone when in the "People" area.

So I did a factory reset and all of my downloaded applications were still there. I thought it clears all of your downloaded apps and it was supposed to clear all of my settings. Such as display and sound settings which it also didn't do. Is this the way its supposed to work or not.

I had a free version of an app. I upgraded the app and paid through paypal, when I did this, the developer sent me an upgrade password. Now the problem is, when I reset my phone or get a warranty replacement I have to send the developer an email to get a new password, which is kind of a pain. Is there a way around this where I can reinstall the app without going through this every time?

I don't have LED light or anything like it installed. Running stock 3.29 unrevoked, no other custom kernels/ROMs.Camera half the time doesn't start. If I clear the camera cache/data, it'll sometimes run but all the colors are wacky. Like whites show up as bright pinks and greens. I've tried manipulating the white balance, hue, etc.. with absolutely no change. Same effect with camcorder or a 3rd party camera app like zoomFx.Do I need to reinstall the camera.apk?

At one point I'd downloaded the Dolphin browser to my Droid, and then uninstalled itI was recently going to try it again, but when I went to the market, it said it was already installed. When I went to Manage Applications to uninstall it again, it wasn't in the list.I've been messing around with the contents of my SD card, and I wonder if I did something to get this app into some strange state. I had my Evo rooted with Unrevoked and then it stopped working when I did the OTA update (I believe this happened for everybody). So then I uninstalled Unrevoked and I saw that Superuser Permissions was still there in the apps list, so I uninstalled that too. But now I think I want Superuser Permissions back, but it didn't get installed when I tried to install Unrevoked again. How can I get it back? Also, am I correct that it was bundled along with Unrevoked when I installed it the first time, or is it park of the Android OS?

I got my desire last week. When I did the initial wizard setup, I put in my Facebook id and my Flickr one as well. I remember on that first day, I was quite pleased with the Flickr app and my photos. Now, it seems to be completely gone. If I look in All Programs, it's not there. If I go to Settings -> Applications -> Manage Applications, I can see Flickr (HTC Corporation) there in the list. If I choose it, I get the usual screen with the Clear Cache and About buttons.

I bought HTC Evo 4G. At first, youtube app was working. Now it is not working. When I click on the app, it crashes. I even unsuccessfully tried launching app by website or link. I went to Settings>App>YouTube. I cleared the cache and file storage but it did not make the difference. I cannot reinstall the app. I do not what to do.

I know you get this time and time again (I know, I've been reading and searching here and xda all weekend) ....... but I really have researched this. I saw a link somewhere, now i can't find it, I didn't flag it cuz I didn't know I would need it at the time. I rooted using unrevoked 3.3 (? The newest one), uninstalled all the programs I didn't wanted, played with rooted stock for a while, liked it, then flashed a custom rom. All that ended up OK. I am trying out myn warm twopointwo . I like it I have no idea how to reinstall sprint navigation!! The new rom doesn't have it (super cook that most Rome remove the bloatware ) The closest I have seen for a apron is to flash Fresh, it puts the sprint apparently in a aspirate folder on the SD card, then coy and install it back into my current rom. I really don't want too have to wipe, just to come back to the same thing.

I have several apps that I am told need to be updated. Sometimes the files are downloaded but they won't install or sometimes the files won't even download. One example is "We-Fi Connect." I decided to uninstall this app to see if it would reinstall, but that didn't solve the problem.
