Is there a simple cpu speed governor and scheduler settings tool which clocks to higher speeds when there is a phone call whilst stays on normal when there is no call?

I am trying to compile a kernel for my device(kyleprods or GT-S7582 or Galaxy S duos 2) because I havent found any custom kernel out here. Im compiling from source. I tried compiling WITHOUT any tweaks or such, just plain compile after downloading the source, and it compiled successfully. I tried adding smartassv2 but I got these errors after running "make -j1" twice.

I keep trying to set the cpu governor to interactive however it won't show up when i run report system settings. It just keeps saying it is set to on demand. Can someone please explain what is going on with this.
Also does anyone know where I could find a script to remove the cynogen mod music player and widgets, I turned them on now i can't get them uninstalled.
I hate to make a thread about this because i remember seeing this app a few days ago. i just cant find it now. the app would set times that you wanted your phone to be on a certain profile. like 7-3 (silent for work) then 3:01-bed ring. then back to silent ect.

Whenever I try to set minimum CPU frequencies higher than the default value, no matter what app I'm using or what kernel or Rom it just won't stick. Governors and maximum frequencies stick though.

How to port a stock rom from a higher device to a lower device with a locked bootloader so i want to try and port it with my devices stock kernel. The tutorials i have found are not detailed enough most of them are just copy & pasting files from one to the other and the rom does not boot.

Ok that means i dont care about the language my apps will be displayed in as long as it is english "which should be in every rom.."
But i do care about the region they are set in... means when i start MIUI News/Weather (geniewidget.apk) I want to see News from Germany and temperature in Celsius..

Then why is it that my phone, STOCK Android 2.3.6, has tons of apps with tab views, and the tab views work?
So what's the deal because, I need the app I am developing to work on my phone (I'm mostly making it for myself anyway) so I need to use minimum API 10, but Eclipse won't let me use tab views unless I switch to minimum API of 11...

I'm running ultimated droid right now with SetCPU and my question to you all is, how do you get it even higher. In the video I followed (the 1 in the sticky), he installs everything and when installing the ROM, has an option to install a 1.25 ghz ROM. Given, he wasn't installing ultimate droid but when I "crank it up," my max is 1 GHz. Is this because of the ROM or am I missing something?
